The meeting had been called to discuss the issue of mining in the region where the international mining company<a href="http://www.wegamining.com/index.cfm" target="_blank"> Wega Mining </a>has applied for permission to expand mineral mining, with the support of the local mayor and the majority of participants. Wega owns <a href="http://www.wegamining.com/oneproject.cfm?Id=29-3&amp;path=47,4" target="_blank">18% of Nussir ASA </a>which has the permit to mine what is believed to be Norway&#8217;s largest copper deposits at Nussir and <a href="http://maps.google.com/maps?f=q&amp;hl=en&amp;geocode=&amp;q=repparfjord&amp;sll=69.013042,23.039204&amp;sspn=1.463948,5.026245&amp;ie=UTF8&amp;ll=70.472176,24.283905&amp;spn=0.341531,1.256561&amp;z=10&amp;iwloc=addr" target="_blank">Repparfjord</a>. Ballo criticised reindeer husbandry for being subsidised, not moving with the times and standing in the way of development. The clip has also been <a href="http://www.altaposten.no/lokalt/nyheter/article158102.ece" target="_blank">televised</a>. Ballo&#8217;s comments gained a lot of media exposure. The head of the Sami Reindeer Herders Association of Norway (<a href="http://www.nrl-nbr.no/" target="_blank">NBR</a>), Nils Henrik Sara was <a href="http://www.nrk.no/kanal/nrk_sami_radio/1.5829151" target="_blank">shocked and alarmed </a>at Ballo&#8217;s comments, especially as he is sitting in the national parliament. </p>

			<content:encoded><![CDATA[<p><a href="http://www.thelocal.se/11212/" target="_blank">The Local, Sweden</a> Two Sami reindeer herders were narrowly missed by a falling space rocket launched from the <a class="nodec" href="http://www.thelocal.se/search.php?keywordSearch=esrange">Esrange</a> space station in northern Sweden in the beginning of April. Saarivuoma Sami village has demanded that safety be improved.&#8221;It was lucky that the rocket did not fall on our heads. Otherwise we wouldn&#8217;t be sitting here,&#8221; said one of the reindeer herders, Per Ola Blind, to news agency TT.</p>

<p>Saarivuoma Sami village has demanded safety improvements to ensure that there is no repeat of the incident.</p>
<p>&#8220;Since the NMT network was shut down at the beginning of the year we have no mobile telephone coverage in the area. Esrange can however construct telecom masts so that we can receive text messages and be forewarned when rockets are set to be launched,&#8221; said Blind.</p>
<p>Blind was out tending his flock together with a colleague on April 1st when the rocket landed barely a kilometre away with a large boom. They jumped on their snow scooters and headed off to the site to explore.</p>
<p>When they came to the site where the rocket had crashed into the earth they found a large crater.</p>
<p>The rocket was around five metres long and weighed 150 kilograms, according to Olle Norberg of Spaceport Sweden and head of Esrange.</p>
<p>&#8220;It was the sonic boom they heard, and I understand that they found it very disturbing. But they were not at any risk,&#8221; Norberg said.</p>
<p>Esrange has security procedures that it follows to ensure that no reindeer herders are in the space station&#8217;s landing zone. Mikael Viertotak, head of security at Esrange, assured TT that the routines were followed.</p>
<p>But according to Saarivuoma Sami village Esrange did not inform them.</p>
<p>&#8220;We should have accompanied Esrange when they scouted the area by helicopter before the launch. But we were not. They never got in touch with me,&#8221; said Per-Anders Nutti, the chairperson of Saarivuoma Sami village.</p>
<p>Olle Norberg responded that they attempted to contact Nutti but were unable to get hold of him.</p>
<p>The National Union of Swedish Samis (SSR) and Esrange are now holding discussions with a mobile telecoms operator as to how mobile telephone coverage can be improved in the area.</p>
<p>&#8220;There is complete agreement between the Sami village and us that it would be good. And we have masts in the area that could be used,&#8221; said Norberg.</p>

<p class="newsbody"><a href="http://www.itar-tass.com/eng/level2.html?NewsID=12577928&amp;PageNum=0" target="_blank">YUZHNO-SAKHALINSK, April 14 (Itar-Tass) </a>- The body of one of five missing reindeer herders was found under snow debris in Kolyma’s Severo-Evensk district. The Ural truck that was carrying five reindeer herders that went missing in February was found under a five-meter layer of pressed snow on April 8.  The first body was found under the truck. A tractor, a bulldozer and 15 rescuers keep clearing the snow debris to find the remaining four bodies.</p>
<p class="newsbody">The missing reindeer herders on February 25 set out in the Ural truck from their brigade’s camp along the 200-kilometre road to the Evensk settlement but never reached the destination. The reindeer herders had no communication equipment when they departed.<span id="more-269"></span></p>
<p class="newsbody">Specialists of the Far Eastern regional centre of the Russian Emergency Situations Ministry voiced supposition that the truck with people could have been buried under snow avalanches when the vehicle was passing a 30-kilometre gorge in upper reaches of the Bolshaya Garmanda River. About 20 avalanches came down in the gorge at the time.</p>
<p class="newsbody">The search for five reindeer herders that went missing in the Severo-Evensk district started on March 7. Rescuers cleared 15 avalanches where the snow layer was five to 15 metres deep. Rescuers used probes and a mine detector set to check all places where avalanches came down. The gorge is very narrow and its width in the lower part is just 20 metres. Helicopters also examined other places where the Ural truck with reindeer herders could have driven theoretically. The 200-kilometre road from the herders’ camp to Evensk runs only through the Bolshaya Garmanda River’s gorge, so the search for the missing people was underway there. The places covered by avalanche snow were being cleared to the ground by a bulldozer.</p>
<p class="newsbody">The truck was found not in the gorge, but six to seven kilometres away from the entrance to the gorge. The avalanche overturned the truck sideways and buried it under a five-meter layer of snow.</p>

			<content:encoded><![CDATA[<p>Two Sami villages in northern Sweden have been denied compensation from the state-owned mining company LKAB for the time village representatives spent on planning for the relocation of Kiruna. The reindeer herding villages of Gaban and Leavas first turned to the government for money to make up for time spent tending to the relocation of nearby Kiruna instead of tending to their reindeer. After the government refused the request, they then turned to the LKAB mining company for 500,000 kronor ($82,000) to cover income lost due to the consultation process.</p>
<p>LKAB is funding the relocation of Kiruna’s city centre so the company can continue operating a lucrative mine which has created underground cracks that threaten to sink the city in the coming years.</p>

Election time in Russia is one of the few times that Chukotka makes it into the national and international media, as it is the first region in the country to vote, being 9 hours ahead of Moscow. The turnout in Chukotka was one of the highest, with a <a href="http://www.itar-tass.com/eng/level2.html?NewsID=12433715" target="_blank">record 83.5% turnout being widely quoted</a>.
