A primary reason cited in an article in Gazeta.ru is the lack of medical care. In Chukotka for example, it can take up to 28 hours for medical attention to be received. In Evenkia, it takes 25 hours before help arrives after being called.</p>
<p><span id="more-606"></span></p>
<p>Suicide rates among northern peoples are also higher that the national average, and higher than comparable rates for indigenous peoples in other countries. The WHO rates 20 suicide cases per 100,000 and above as being &#8216;critical&#8217;. <span onmouseover="_tipon(this)" onmouseout="_tipoff()">In Russia, it is approximately 38 cases per 100,000 while the Yamalo-Nenets Autonomous Region and Koryak have some of the highest rates in the world: 133.6 cases per 100 thousand population.</span></p>

<div class="preamble">Состояние здоровья жителей российского Севера приблизилось к критическому. За 13 лет численность населения в Заполярье сократилась на четверть. Число самоубийств в северных регионах в шесть раз превышает критический уровень, принятый Всемирной организацией здравоохранения (ВОЗ). Всего 2% рождающихся в Заполярье детей полностью здоровы, а взрослые умирают гораздо раньше, чем в среднем по России. При этом медицинская помощь практически недоступна населению.</div>
<p>О критической ситуации в Заполярье в конце прошлой недели на заседании комиссии Общественной палаты по здравоохранению рассказал руководитель лаборатории прогнозирования качества окружающей среды и здоровья населения Института народно-хозяйственного прогнозирования РАН Борис Ревич. Профессор Ревич является соавтором проведенного межправительственной комиссией исследования, посвященного влиянию изменения климата на состояние здоровья населения Севера. Работа была профинансирована российским представительством ООН и в прошлом году получила Нобелевскую премию.</p>

			<content:encoded><![CDATA[<p>According to a story in <a href="http://www.nrk.no/nyheter/distrikt/troms_og_finnmark/1.5553606" target="_blank">NRK Sami Radio</a>, 400 reindeer in the Pitea region in Sweden have had to be slaughtered as a result of a mysterious eye disease that has rampaged through a herd which leave afflicted reindeer completely blind.<span id="more-283"></span></p>
<p><strong>400 rein nødslaktet </strong></p>
<p>Ingen vet hvorfor reinen blir blind, men den mystiske øyesykdommen slår hardt.</p>
<p>Hittil har 400 smittede dyr blitt nødslaktet, skriver Piteå-Tidningen.</p>
<h2>Vet ikke årsaken</h2>
<p>Situasjonen fører til stor uro blant reineierne. Epidemien har rammet hardest i innland i Västerbotten, men også rein lenger sør har blitt rammet.</p>
<p><strong>- Til tross for at man har tatt omfattende prøver på slaktede dyr svever vi fortsatt i uvisshet om hva som er årsaken til sykdommen, sier Anneli Grip-Hansson, fylkesveterinær i Umeå, til Piteå-Tidningen.</strong></p>
<p>Reinen rammes som regel bare på det ene øyet. Det første symptomet er at øyet renner, før det blir helt hvitt. Til slutt sprenges øyet innenfra og ut.</p>
<h2>Kan stoppes</h2>
<p>Dersom symptomene oppdages i tide har det vært mulig å stoppe sykdomsforløpet ved å sette antibiotika i halsen.</p>
<p><strong>- Men går det for langt er det ingen vei tilbake. Reinen får store plager, og klarer ikke å ta til seg mat med syn bare på det ene øyet. Da må den befris fra smertene, sier Grip-Hansson.</strong></p>
<p>Epidemien ser ut til å gå litt tilbake, etter reineiere har begynt å skille de syke dyrene ut fra resten av flokken. Sykdommen sprer seg bare ved fysisk kontakt.</p>
<p>Men fortsatt er det for tidlig til å si at faren er over, i følge Grip-Hansson.</p>
