			<content:encoded><![CDATA[<p>A proposal on a <a href="http://www.regjeringen.no/nb/dep/lmd/aktuelt/nyheter/2009/feb-09/reindrift-ny-konvensjon-mellom-norge-og-.html?id=547378">new convention on cross-border reindeer grazing</a> between Norway and Sweden is now completed. The two countries&#8217; negotiating delegations finished their work in Stockholm 24 February, and the negotiation results are now submitted to Ministry of Agriculture and Food of Norway and the Agriculture Ministry in Sweden for further follow-up.</p>
<p><span id="more-755"></span></p>
<p>Reindeer husbandry moves between different pastures has been going on for centuries and long irrespective of the nation&#8217;s borders. In connection with the border drawing between Norway and Sweden in 1751, there was a need to clarify the relationship to the reindeer herders. This resulted in the so-called Lapcodicil, which was an addition to the border treaty between the two countries, and which provided the basis for the reindeer husbandry &#8211; that it still should be able to make seasonal moves. The cross-border reindeer husbandry has since that been regulated by various conventions, the latest convention of 9 February 1972 for grazing between Norway and Sweden. The 1972-Convention ceased to apply in 2005.</p>
<p>The proposal to the Convention has at the present a total of 34 articles with the main provisions of the cross-border reindeer husbandry. Convention&#8217;s purpose is to promote and develop cooperation between the countries so that reindeer grazing is exploited in a way that provides a long-term basis for an ecologically, economically and culturally sustainable reindeer herding in both countries.</p>
<p>For implementation of the Convention established two permanent bodies, a body and a review body. One of the Annexes to the Convention is a range protocol, that specifies the locations to be included in the cross-border reindeer husbandry.</p>
<p>Before a new Convention can be implemented, there must be a further follow-up through the signature, internal processes in both countries and ratification. A new convention will probably take effect in 2010.</p>

			<content:encoded><![CDATA[<p>ICR Director Anders Oskal was interviewed by NRK Sami Radio on January 29th about the impacts of oil and gas development on Nenets reindeer husbandry. Oskal pointed out that there were a great many actors on the scene, some of whom are not willing to negotiate with reindeer herders.</p>
<p>Oskal also said that on his recent visits to the region (Yamal Nenets Autonomous Okrug) it was quite visible how oil and gas installations impacted the landscape and in particular, how pipelines cut reindeer pastures in two.</p>

			<content:encoded><![CDATA[<p>Today is <a href="http://www.rosbaltnord.ru/2007/08/06/404085.html" target="_blank">reindeer day for the Nenets people of the Yamal Nenets Autonomous Okrug</a>, where the reindeer is celebrated, along with festivities and cultural events, which are being held in Naryan Mar.  Further East, a <a href="http://www.sciencedaily.com/releases/2007/07/070705094418.htm" target="_blank">new nature reserve has been approved</a> for Vaigach Island in the western Russian Arctic by the Nenets Autonomous District administration, which besides being of importance ecologically, is also a sacred site for the indigenous Nenets people.</p>
<p>A Murmansk businessman has proposed to the Kremlin that <a href="http://www.barentsobserver.com/index.php?id=526552&amp;cat=16149&amp;xforceredir=1&amp;noredir=1" target="_blank">reindeer husbandry be made a  priority industry on the Kola Peninsula</a> according to RosbaltNord. Also, on the Kola Peninsula, environmentalists are supporting the development of wind power &#8211; an issue that has given rise to controversy within reindeer husbandry in Norway (see our Shared News Items links on the right).</p>
<p>The <a href="http://auc.sakha.ru/nauch_pr_eng.htm" target="_blank">Arctic Ungulates conference</a> gets underway this week in Yakutia and will be attended by ICR Director Anders Oskal.</p>
<p>As if anyone needed a reminder, <a href="http://www.stuff.co.nz/stuff/waikatotimes/4141634a6413.html" target="_blank">pipelines can be subject to accidents</a> and this is a serious cause for concern for reindeer husbandry wherever there is oil and gas activity.</p>

			<content:encoded><![CDATA[<p>The leaders of NBR-NRL at their AGM recently <a href="http://www.nrk.no/kanal/nrk_sami_radio/1.2652069" target="_blank">urged for an assessment of nuclear power as a power source</a>, pointing out that all forms of power development impact reindeer husbandry, including wind power, which is generally thought of as being more environmentally benign and there are plans for extensive development of wind power on the Finnmark coast &#8211; on the agenda was a presentation by Ellenor Guttorm Utsi entitled &#8216;Wind Power-Reindeer Husbandry&#8217;s battle with Goliath&#8217; .  Traffic &#8211; another byproduct of development is taking a severe toll on <a href="http://www.altaposten.no/lokalt/nyheter/article92640.ece" target="_blank">reindeer as road kill has increased enormously in Finnmark</a>. Sámi Council Vice President Olav Mathis Eira <a href="http://www.nrk.no/kanal/nrk_sami_radio/1.2663823" target="_blank">called for the Sámi Parliament in Norway to be allowed adminster reindeer husbandry</a>, instead of the current administration in Alta. This was responded to negatively by the State Secretary for Agriculture, Ola T. Heggem who said it was <a href="http://www.nrk.no/kanal/nrk_sami_radio/1.2677603" target="_blank">natural for the state</a> to administer reindeer husbandry. Karasjok municipal leaders have &#8216;<a href="http://www.finnmarkdagblad.no/nyheter/article2821550.ece" target="_blank">Gold Fever</a>&#8216;, as a major Norwegian mining company is promising &#8216;hundreds of jobs&#8217; in the municipality as they plan to develop gold mining in the region. ICR employee, <a href="http://news.yahoo.com/s/afp/20070608/sc_afp/lifestyleclimatewarmingarctic" target="_blank">Elna Sara was quoted in an AFP</a> report on how climate change is threatening indigenous peoples. Meanwhile, Reindeer meat has to be &#8216;<a href="http://www.finnmarkdagblad.no/nyheter/article2821547.ece" target="_blank">treated like gold</a>&#8216; as it is becoming increasingly popular and harder to get &#8211; the slaughter house in Kautokeino was empty by Easter and demand is rising. Finally, the annual NBR NRL meeting in Mehamn was the site of the competition to find reindeer husbandry&#8217;s <a href="http://www.reinportalen.no/reindriftsnaeringens-beste-lassokastere.519709-27162.html" target="_blank">best lasso caster! </a>The best woman was Inga Berit Marie Triumf and the best man was Olav Mathis Eira from over 70 participants. The best woman won a 1.5 year old female reindeer (<em>vuonjal</em>) and an unmarked 6 month old reindeer calf (<em>čearpmat</em>)!</p>

			<content:encoded><![CDATA[<p><a href="http://www.wed.npolar.no/" target="_blank">World Environment Day</a> was launched in Tromsø today, and IPY IPO Director David Carlsen was a keynote speaker where he chose from the hundreds of IPY projects the EALÁT project as one of IPY highlights. He also showed a short interview with World Reindeer Herders Association Secretary General Johan Mathis Turi which highlighted the importance of indigenous knowledge in adapting to climate change. ICR organised a display of the Sophus Tromholdt photographs at the University of Tromsø &#8211; you can see pictures on the <a href="http://www.ip-ipy.org/news_cms/2007/june/pics_from_wed/95" target="_blank">EALÁT website</a>, which was attended by the Rector of the University of Tromsø, Jarle Årbakke. He also presented the EALAT project. In Tromsø, Oskal met with the folks at TV2 to discuss cooperation on outreach issues. Elna Sara was preparing for the visit of the Minister for Education of the Sakha Republic in the middle of May. Svein Mathiesen is currently in Alaska with ICR Board memeber Monica Sundset for a conference in Chicago and meetings in the University of Fairbanks with Gary Kofinas among others. Philip Burgess has spent the week creating the new look Reindeer Portal in online cooperation with the Arctic Portal folks in Iceland</p>
