<p>Представители скандинавской страны намерены реализовать международный проект по использованию опыта россиян</p>
<p>В Ямальской тундре состоялся семинар для норвежских оленеводов – саммов и оленеводов полуострова &#8220;Ямал&#8221; Панаевского совхоза.</p>
<p>На семинаре выступили президент Ассоциации оленеводов России – Дмитрий Хороля и профессор, доктор наук Свейн Матисен, который  рассказал об особенностях северного оленеводства Норвегии в сравнении с Ямальским.</p>
<p>В своей речи Матисен подчеркнул, что природные катаклизмы и последствия изменения климата, промышленное освоение северного региона  негативно сказывается на традиционной хозяйственной деятельности коренного населения ведущего кочевой образ жизни, сообщили Накануне.RU в департаменте КМНС по ЯГАО. </p>
<p>Так, в 90-е годы стихийные последствия сил природы – пожары, в тундре на Хынской стороне принесли экономический и экологический ущерб. Как показали наблюдения, природа с их последствиями до сих пор не справилась, что сказывается на нехватке оленьих пастбищь.</p>
<p>Руководство совхоза &#8220;Панаевское&#8221; в рамках семинара провело производственное совещание оленеводов. Директор предприятия Сергей Зуев отметил, что оленеводы в этом году добились хороших показателей прироста поголовья оленей.</p>
<p>В ходе дискуссии оленеводы обратили внимание на трудности при переходе через железную дорогу аргишей со стадом оленей в период каслания на север и обратно в районе станции Хралово.</p>
<p>В рамках обмена производственным опытом в оленеводческой отрасли Международный Центр Оленеводства (Норвегия) совместно с Саамским университетским колледжем планирует реализовать международный проект по использованию традиционных знаний, обычаев и традиций оленеводов Ямала в учебных программах по оленеводству, сообщает информационный портал nakanune.ru.</p>

			<content:encoded><![CDATA[<p>A proposal on a <a href="http://www.regjeringen.no/nb/dep/lmd/aktuelt/nyheter/2009/feb-09/reindrift-ny-konvensjon-mellom-norge-og-.html?id=547378">new convention on cross-border reindeer grazing</a> between Norway and Sweden is now completed. The two countries&#8217; negotiating delegations finished their work in Stockholm 24 February, and the negotiation results are now submitted to Ministry of Agriculture and Food of Norway and the Agriculture Ministry in Sweden for further follow-up.</p>
<p><span id="more-755"></span></p>
<p>Reindeer husbandry moves between different pastures has been going on for centuries and long irrespective of the nation&#8217;s borders. In connection with the border drawing between Norway and Sweden in 1751, there was a need to clarify the relationship to the reindeer herders. This resulted in the so-called Lapcodicil, which was an addition to the border treaty between the two countries, and which provided the basis for the reindeer husbandry &#8211; that it still should be able to make seasonal moves. The cross-border reindeer husbandry has since that been regulated by various conventions, the latest convention of 9 February 1972 for grazing between Norway and Sweden. The 1972-Convention ceased to apply in 2005.</p>
<p>The proposal to the Convention has at the present a total of 34 articles with the main provisions of the cross-border reindeer husbandry. Convention&#8217;s purpose is to promote and develop cooperation between the countries so that reindeer grazing is exploited in a way that provides a long-term basis for an ecologically, economically and culturally sustainable reindeer herding in both countries.</p>
<p>For implementation of the Convention established two permanent bodies, a body and a review body. One of the Annexes to the Convention is a range protocol, that specifies the locations to be included in the cross-border reindeer husbandry.</p>
<p>Before a new Convention can be implemented, there must be a further follow-up through the signature, internal processes in both countries and ratification. A new convention will probably take effect in 2010.</p>

The railway will facilitate the construction of the field, the biggest in the Yamal peninsula, which is also the home of the worlds largest area of reindeer husbandry. The railway is to be completed and connected with the main Russian railway network by early 2010, is proceeding rapidly despite the complicated climatic and geological conditions, as reported by Rosbalt.ru reports with reference to Ruskompress.ru. A total of 4,7 km of bridges were constructed in 2008 and 24,5 meters of new bridges are now built every day, the news sites write. A total of 1300 workers are involved in the operations. For the past two summer migration season, <a href="http://www.arcticportal.org/en/icr/ealat/ealt-news/ealt-news/ealat-researcher-anna-degteva-to-present-at-arctic-frontiers" target="_blank">EALAT Phd student Anna Degteva</a> has been migrating with different brigades whose migration routes are crossed by this railway, the impacts of which will be part of her study.</div>

<div class="body">The Bovanenkovo gas field alone , the biggest of the fields in the area, has gas reserves estimated at 4,9 trillion cubic meters.</div>

			<content:encoded><![CDATA[<p><a href="http://www.wed.npolar.no/" target="_blank">World Environment Day</a> was launched in Tromsø today, and IPY IPO Director David Carlsen was a keynote speaker where he chose from the hundreds of IPY projects the EALÁT project as one of IPY highlights. He also showed a short interview with World Reindeer Herders Association Secretary General Johan Mathis Turi which highlighted the importance of indigenous knowledge in adapting to climate change.  The video can be watched on the <a href="http://www.reindeercentre.org" target="_blank">Reindeer Portal</a>. ICR organised a display of the Sophus Tromholdt photographs at the University of Tromsø &#8211; you can see pictures on the <a href="http://www.ip-ipy.org/news_cms/2007/june/pics_from_wed/95" target="_blank">EALÁT website</a>, which was attended by the Rector of the University of Tromsø, Jarle Årbakke. 		<description><![CDATA[Anders Oskal, World Reindeer Herders Assocation and Director of the International Centre for Reindeer Husbandry made a brief presentation to the Senior Arctic Officials in Tromso today, as the SDWG gave a progress report to the SAO&#8217;s. 			<content:encoded><![CDATA[<p>Anders Oskal, World Reindeer Herders Assocation and Director of the International Centre for Reindeer Husbandry made a brief presentation to the Senior Arctic Officials in Tromso today, as the SDWG gave a progress report to the SAO&#8217;s. All senior Arctic officials were present, including several new observers to the Council including China and Italy. In the morning, Anders Oskal took the opportunity to meet with State Secretary Liv Monica Bargem Stubholt to whom he presented an IP-IPY calender and a copy of Sophus Tromholdt&#8217;s book. In the afternoon, EALAT team member Dr. Monica Sundset gave Oskal, Burgess and WRH President Dmitry Khorolia a tour of the Arctic Institute for Arctic Biology at the University of Tromso.</p>
